Analysis
Orochimaru gives Tsunade a week to think about it, and he leaves. When Orochimaru offered to bring her lover and brother back to life using the Reanimation Jutsu, Tsunade was now in conflict with her feelings. She was wondering if she should heal Orochimaru’s arms or not. If she does heal him, Orochimaru will destroy the Hidden Leaf Village. What will Tsunade do? Will she betray her home, the Hidden Leaf Village? This isn’t an easy decision to make, hence why she was given a week to think about it.
While Tsunade has dinner that night, Jiraiya and Naruto arrive at the same bar. Suspicious of Jiraiya’s reason for looking for her, Tsunade asks what he wants, to which he replies that Konoha wants her to be the new Hokage. From the episode I have seen, Tsunade wasn’t just having dinner; she was drinking alcohol; hence, she was drunk. She was deep in thought because of Orochimaru’s deal. Her thoughts are interrupted when Jiraiya and Naruto arrive at the same bar.
The reason why Tsunade has to be the next 5th Hokage isn’t just about her being the legendary Sannin. She was the first person to introduce medical jutsu, which saved some people’s lives during the Great Ninja Wars. Moreover, she is the granddaughter of the first Hokage, Hashirama Senju. Therefore, this is one of the reasons why Jiraiya refused to be the next Hokage. He believes that Tsunade contributed more to the Hidden Leaf Village than he ever did. In this case, we could say that Jiraiya is very modest. Though he is one of the legendary sannin, he doesn’t show excessive pride as compared to Orochimaru.

From my point of view, there is more to Tsunade’s rejection than what she said to Naruto and Jiraiya. Her brother, Nawaki, and her lover, Dan, died because of their need to protect the Hidden Leaf Village. It was their dream to become Hokage. Therefore, this is a reminder of the pain and suffering she endured because of their need to become Hokage. All the Hokage died because they wanted to protect the Hidden Leaf Village; hence, she said those willing to take the title were fools.
Naruto is angry because his dream is to become the Hokage, and to him, it is an important title. He believes that the Hokage who died were courageous and deserve respect for protecting the Hidden Leaf Village. This is why he challenges Tsunade to a battle; hence, there is an intense atmosphere that makes us curious about Tsunade’s strength as the Sannin.
The two step outside, but Tsunade quickly proves to be far out of Naruto’s league. Unwilling to give up, Naruto prepares his imperfect Rasengan for an attack. Tsunade shows her true strength as the legendary Sannin. Naruto didn’t have a chance because he was still a Genin. However, Naruto doesn’t give up because that is his nindo, his ninja way. This is why, at this moment, there is triumphant music playing in the background to show Naruto’s courage to try one more time. For instance, he activated the Rasengan, leaving Tsunade surprised. What will happen next? Will Naruto defeat Tsunade? What will Tsunade do to stop Naruto’s attack? All of these questions leave us in suspense, making us curious to watch the next episode.
The lesson from this episode is that sometimes, when we lose someone we care about, we tend to change into someone else or avoid anything that reminds us of the pain. Just like Tsunade said, someone willing to become the Hokage is a fool. She was projecting her unresolved feelings when her brother Nawaki and her lover died for the sake of the leaf village.
