The Enforcers make us believe that we live in a perfect community and they completely ignore the fact that some people don't like their children getting Birthmarked. The people who don’t like Birthmarks get taken outside of the Border to live with the people who are free. We call these people Unregistered. We are told that they are dangerous, wild. Some people don’t believe that but majority of them do. The Enforcers tell stories and some write books about the Unregistered. How they start riots for no reason, how they have absolutely no laws and how they kill and torture each other. That’s why some Birthmarked are terrified of them and why we don’t break laws because we’re scared. At least most of us are. The other part of us who aren’t scared just don’t want to lose our families. 
    I used to believe the stories and I used to be afraid. But let’s just say people can change.

    Winter Logan lives with the Birthmarked, citizens who live in the Inner County. Her life was pretty mundane. She spent most days reading or hiking or just walking around with her best friend. Then she met him and her world was turned upside down. He helped her see the world differently, see the Enforcers and President Coyle differently. She starts questioning the way she lives. Secrets are revealed and her life gets even more twisted and confusing. Was he the reason? Or was it because she was able to see the Birthmarked rulers for who they really were?
